Democrats in the blue states and in those states where citizens can put things on the ballot by petition can gain even more victories if they expand the electorate (most non-voters are poor or minorities or non-driving elderly or in cities) by passing universal vote by mail and by combining the local elections with the even year midterm elections. These two reforms will boost the voter turnout, save multi-millions of tax dollars (needed to make up for Trump cuts in healthcare), and result in more women and more minorities being elected to local offices. They will also reduce the GOP dominance of local government.
